Steps to reproduce:

1. Set User Settings - Refresh interval to 5s
2. Open "Actions" pop-up card:
   
3. Hover mouse without clicking "X" close button and the card will disappear anyway at 5 seconds

Expected:
It's expected that the pop-up card persists until "X" (close) button is clicked, despite of refresh interval. Mostly when environments with several actions needs to be audited/debugged.
